About The Role:
Primary objective
- Establish and implement an efficient project-related document control register and procedures
- Establish and maintain a correspondence filing system.
- Expedite the review and approval of documentation, including designs, procedures, instructions, product certification and records.
- Plan, supervise and record document flow to and from all necessary parties, including clients, sub-contractors and the project offices. Issue and track location of all documents and drawings. Issue transmittal letters and receipts concerning the documents in circulation.
- Remove obsolete documents from distribution and use.
- Coordinate storage and archiving of project and organisational records.
- Focal point for document control of a major study with other document controllers being based in other offices.
- Quality Assurance – Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the BU, etc
- Safety – Responsible for personal safety safe working practices for the BU, etc. Understand and follow OH&S procedures.
Essential skills/experience
- Minimum of 10-year project experience in preparation of Project documentation dossiers. Experience in preparation of as-built marked-up drawings of brown field projects is required.
- Personnel shall have the specified minimum project experience in process plants, mainly Oil & Gas or petrochemicals, and shall be knowledgeable of the applicable Engineering codes and standards.

Qualification
- 3-Year Diploma in Mechanical Engineering from a reputed University

- Business Support
- Ensure timely and accurate payroll processing for location
- Ensure timely and accurate resolution of payroll related queries from staff members
- EOS preparation for authorisation of payments.
- Payroll Business system ownership & responsibility for ensuring system is continuously aligned with location labour laws and project requirements
- Burden provisioning vs Burden actuals reconciled and reported monthly.
- Prepare monthly Blackline payroll reconciliations
- Active participation in Payroll Business system Regional Group
- Reporting
- Provision of Payroll this pay vs last pay reporting with variance commentary for authorisation of payrolls
- Project payroll costing support and query response
- Ensure payroll related Working Capital outflows forecasting supplied to Treasury in a timely manner
- Salary bandwidth reporting across office locations
- Visa, Flight, Medicals and advances reporting
- Leave balance reporting for proactive management
- Payroll data mining
- Staff & internal customer relationship
- Maintain good relationships and liaise with Finance, People Group, Project Manager(s), Project Controllers, Project Services, and other internal and external stakeholders to ensure information is being effectively exchanged and processed.
- Ensure appropriate accountability and performance standards are met
- Exercise professional ability by setting priorities, monitoring workflow, procedures and work practices.
- Continuous Improvement
- Work closely with the business to develop, establish and implement improvements to ensure achievement of all financial goals and objectives.
- Ensure the business is actively informed on burdening, payroll & system matters, and outgoing cashflow/Banking requirements and related issues.
Job Specific:
- Proficient Knowledge of UAE Labour laws
- Sound payroll system knowledge, accounting, banking and cashflow fundamentals.
- Sound Knowledge in reconciliation of employee entitlements/provisioning/labour burdens.
- Proficient knowledge of Payroll Business system (FACTS preferable), People Group portal, Oracle & MS Applications.
- Ability to interpret and apply contract specific labour regulations and corporate directives.
- Ability to identify & engage with all stakeholders and effectively resolve functionally associated issues.
- Excellent problem solving and analysis skills with a high degree of analytical rigor.
- Superior people and problem resolution skills.
- Strong team focus and good organisational skills.

Experience:
Required:
Previous experience in Payroll preparation in UAE in the similar industry
Use of payroll systems (FACTS preferable), accounting packages such as Oracle, Hyperion, SAP or JD Edwards
Guide:
Approximately 3-5 years functional experience in a payroll specialist role in UAE.
Qualifications, Accreditation, Training:
Required:
A recognised certificate or degree or equivalent qualification with an emphasis in quantitative discipline such as finance, economics, accounting or commerce major.

Specific Accountabilities:
- Promote and drive the involvement of Construction in areas of technical design, schedule, preliminary execution planning, and cost estimating.
- Develop and maintain familiarity and appreciation of capability and ongoing workload of Construction’s support providers/contractors.
- Develop and maintain functional responsibility for all construction and completions personnel in PMC
- Overall supervision of construction engineers.
- Technical competence of engineering personnel
- Inter discipline communication development.
- Group communication development.
- Prepare man-hour estimate to perform project tasks.
- Promote cost reduction and productivity-enhancing initiatives.
- Identify and review new technology development which could be applicable in providing more cost-effective facilities.
- Technical supervision of project-designated engineers in the execution of their duty.
- Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the project
- Responsible for personal safety safe working practices for the project.
- Understand and follow OH&S procedures.
Qualification and Experience:
- Bachelor degree in Engineering is mandatory
- Minimum 15 years of experience in the Oil and Gas Industry
- 5 years experiece in the GCC
- Previous PMC Experience is essential
- Should have lead constructions teams in offshore Oil & Gas projects
